Do people really don't care that much?

I recently stumbled upon this video, it's pretty old so some of you might have seen it already I personally think the video is really cute but what confused me the most is that people really didn't seem to care that much.
I would have thought that at least a few people would be insulting them or even try to attack them, but the reactions were really tame.
Maybe times back then were different, or I just grew up in a bad part of the city, but I would have definitely expected worse reactions.

It looks like there aren't many people around her to react. If she's in a large city, people in cities over time see just about everything and so there's less reaction, like on the New York City subway.
