I was hoping the dress would be shorter so that the waterproof lined panties or my nappy would show. But next time i place an order I'll adjust the lengh. The same with the petticoat (which I'm not wearing as it's also way too long).

apart from looking like a complete idiot, comments please. just in case it doesn't show very well it's a very pale pink.

I like it. Very sissy cute.
You can always do a quick fix shorting. Just use safety pins on the shoulder straps. Tuck the straps down, on the inside back of the dress, and hold them with safety pins. Shorter straps, will raze the hem line up.
 
You could remove the bottom ruffled layer to create the shortness desired and enhancing the wearing of a short petticoat !
Wearing well padded diapers (diaper cover) would raise the visibility level a notch.
Aw you would look oh so cute !
