It certainly matters if you have to stuff away the mass of a pong ball versus the mass of a baseball. It is an obstacle that directly impacts the fit of a product. More mass needs more wrapping. Physics 101. Also the length of the penis determines where the urine hits the padding. And that can vary more then 10cm in the male kingdom between the individuals. In all seriousness, a lot of pull-ups are made like a T where they adhere the pad perpendicular to the waist material which creates a gap. It doesn't really matter how big/small you are... more that your penis sits above the urethra on a female. I agree with above statements that any pull-up that includes leak guards will help you not leak there. Pants are utter garbage for heavy IC. If it's only dribbing away, might work out with a pant. But seriously - who want's to undress the lower half completely to change into a new pant? That is absolutely not practical.
