Why do people allow their to go off lead and annoy other dogs.

My husband trained all of our dogs not be on a leash. They will walk side by side us when we are walking and not get distracted by other dogs or ppl.
 
I used to own a dog a lovely Border Collie called Bouncer. Now Bouncer was taken from his mother too early so never really learned to act around other dogs (not by us he was a rescue) so most of the time we kept him on a lead but because Border Collies are working dogs they need to able to run around unleashed to burn off their energy. The same is true for whippets, greyhounds, husky’s and similar working or racing dogs. But I agree with OP you shouldn’t let a dog off the lead if you can’t control it. Other time my dog learned to deal with other dogs and signs of aggression lessened. However very sadly last year he had be put down due to old age. He couldn’t walk or even raise himself to a standing position he had to be carried round in a sling and hand fed.
