It does seem unlikely, but I can't help but think that if Clinton and Lynch really wanted to have an confidential conversation, and set it up in advance, then there are better ways of doing it. Ways that wouldn't have come to the public's attention at all. If the Secret Service really do have a "see no evil" attitude to the behaviour of those that they guard, and are prepared to facilitate such meetings, and keep quiet about the topics discussed, then I would have thought that they were competent enough to keep it completely off the radar. One would expect them to know a few things about smuggling important people in and out of places.
