Stewie does get changed roughly once in a blue moon- I guess Im just trying to figure out what makes this one so special?

Because it shows the entire process start to finish including the wrap up and disposal, plus there's extreme close-ups of everything. If you watch the episode you'll see how dramatic they make it and how long it lasts.
