Cloth diapers

Can you use the Velcro or snap-on cloth diapers as covers for disposable instead of plastic pants, or is there any other products like plastic pants that use Velcro to secure it?

You can use them for covers, but the cover on disposables is waterproof so it won't do anything for capacity unless you slit open the disposable. (though it doesn't sound like that's what you need it for) The velcro-secured cloth diapers sound like they'd be a good way to keep a wet disposable from sagging.
