Interesting comment, but in UK drink/drive laws apply to mobility scooters just the same as vehicles, and insurance is compulsory, idk about powered wheelchairs though, easier to get a taxi or just let nature take it's course,,,
Over here everything with wheels including a riding lawnmower will get you in trouble, but wheelchairs so far are still exempt ,not that i am encouraging anyone to be bad or really test the cops sense of humor, i have had cops ask me what i am drinking during some of the festivals and stuff localy , i bring my own fake beer from Guiness ,never try and get fake beer at a bar in US it's futile ! Some of the faster mobility scooters yes insurance required if it goes over 20 MPH ,but that's pretty much a homebrew death trap ,my wheelchair cost 34K and it's top end is 9 .it doesn't use the "Barbie" car motors and gearboxes , mine are actually from Germany , the cheap junk wheelchairs litteraly use the same stuff Mattel uses !
