The "non-flushable" does not refer to "what will fit down the plumbing". It refers to what will break down at the waste treatment plant. There's a whole wing of that plant that's dedicated to removing "non-biodegradeable material" from what comes into the plant. Right now condoms, menstrual pads, and non-flushable wipes are the top things they have to deal with in most places. They use screens to filter them out after the first stage, and then it just gets hauled to the dump as garbage after some minimal treatment.

But they'd really rather you not flush that stuff to begin with. Maintaining those screens is a never-ending headache for them and the surge in wipes has made matters quite a lot worse in recent years. (and they're just loving bath beads!!)

Anyway, if your toilet can handle poop, it can handle paper towels and toilet paper. A sheet of paper towel is effectively as massive as a marble when wet. (and you'd need quite a few feet of TP to get to even that size)
