Eh, I'm in Nebraska, here you're a minor and under your parent's rein until 19. I think there are a few other states like that as well (as well as perhaps some like California that classify adult as either "18 AND out of high school" or "19" whichever comes first)
I'll give him the benefit of the doubt for now, but he still needs to see a doctor about it.
