How do I change my picture!!

I've gone into my profile settings, I've clicked on my picture, I've clicked the pictures tab but nothing seems to work! Help me please!!
 
you have to use a computer to do that. it doesn't work on mobile
 
On computer:

Settings > My Settings, Edit Profile Picture
