The articles can be edited by almost anyone who is logged in.

Edit: I see it has been tagged as a personal page.

Still working at ironing out the kinks in this whole issue on personal pages. The wiki allows a lot more customization for personal content than profile pages, so I realize why people want to use it for personal content, but because Moo disabled user pages we have to put those into the main namespace or use personal profiles. I'm still working out how this should go with Moo; in the mean time, I don't want people so I'm leaving personal pages in place albeit tagged.
