I believe huggies do some pull-ups specialised for swimming. Not sure about the sizes, but they're called "Huggies little swimmers".

I've just ordered some Pampers Splashes so I'll let you know how they are

you will have to get a pair of adult swim shorts, however unless you want to fork out upto £50 they will only hold solids, not liquids. Swim nappies to hold liquids are very expensive. Most swimming pools have enough chlorine in them to kill off any bacteria from urine.
