How many toddlers would even understand the concept of "immigration", let alone Immigration Law!!!
There are these important people who tell you where you can and can't go. They have drawn imaginary lines, and you're not allowed to cross those lines without special permission, and you're not allowed to make up your own imaginary lines. If you go somewhere you're not allowed, they can lock you up and keep you as a prisoner.
If you're rich, these important people will let you go to more places than if you're poor, because rich people need more freedom than poor people.
If these important people have an argument with the important people who live near to somewhere you want to visit, those people may ban you from going to that place because of an argument that you have absolutely nothing to do with.
If a group of important people from far away decide that you can visit somewhere, they can decide that you don't have the same rights as people who are already there.
And when you cross an imaginary line, any possessions you are carrying will be scrutinised and the important people can take some of your belongings for themselves, or make you pay extra money to keep them yourself.
