Indeed. This was the big failing of this episode, and really I would say of the TNG movies as well. The characters and the actors who play them are really not suited to action. It doesn't fit in with the rest of the show, and the action scenes are on par with high school drama productions. Any time an episode focused on a firefight, it felt really awkward, and the movies were pretty much centered on these clunky scenes.

The actors look great discussing things, yelling at each other, and wildly pressing buttons while spewing techno-babble, but they look terrible ducking behind a hill aiming a phaser.
