Default Bug lovers - Help me out?

It's a little secret hobby of mine that I love looking at strange bugs, but given my residence in the good old U of K, I don't often get to see anything particularly 'out there'.

Fortunately, a dear friend enjoys taking pictures of the bugs she finds over in America and often shares the photos with me. We can normally identify the bug species/type and then research into them, plainly out of a little bit of fun curiosity. This particularly buggy has us both stumped though.

Is anyone able to tell us:

    The name of this insect.
The species/creature family it belongs to.
What the strange brown line they have crafted is. (We speculate eggs.)
The reason such is crafted in a line.

You're not planning on shoving them anywhere unpleasant, right?

Oh man, I would've taken a pic of this wild beetle I saw in Utah if I'd known; it was huge! Had a yellow shell, and like... orangish "feet."

Wikipedia says only the females are wingless. Those bugs are clearly wingless and don't look like the female pictures I can find.
