Foreign Aid

Several questions about Foreign aid here:

1) Basic: Should governments give foreign aid? Or should it be left to Int'l Organisations? What ssort of aid (humanitarian, non financial etc) should be provided?
2) Should aid be tied to economic and political conditions (like in the case of many donors and int'l organisations) or untied (eg UK's DFID, Nordic countries?)
3) What areas of reform is needed for foreign aid/foreign aid institutions?
4) Is reaching the UN target of 0.7 of GNI for individual donors a vialbe target?

Isolationism ftw.

Although its impossible in a globalized world such as ours. However, with foreign aid comes...other things. Like nasty little missionary creatures, or some sick disgusting display of our "culture". :X

If the objective of aid is ti foster imperialism. UK aid policies are much different
