A tier list is a ranking of each character's metagame, based on tournament settings. It is an indicator of how each character is expected to perform, under tournament settings, in relation to the rest of the cast. Thus, tiers measure the potential of each character based on all currently known techniques and strategies that have been shown to be useful in tournaments.
A player using Meta Knight would have an advantage playing against Captain Falcon. That's not to say Captain Falcon always loses to Meta Knight. It depends on who is controlling the character. My best characters are Ganondorf, Sheik, and Captain Falcon. While they may not be highest on the tier list, I usually win, even though other characters may be higher on the tier list. Therefore, personal experience doesn't count for much. I'm not saying tier lists are 100% accurate. They just show who (at this point in time) are technically the best and worst characters. If we're talking of more casual gaming, almost no one cares about tiers. |
