Looking for direction; superhero novel

I want to write a novel (or at least a short story) about a superheroine. I have all the concept down, but I have no idea where to go for the story. I'm kinda piecing it together... very slowly. But I need some help.
So far, I have her running away from an abusive father, then getting caught in an explosion that mutates her, yadda yadda, magical powers.
I have no frigging clue what to do after the explosion. I've kinda got the vague idea that she's going to start taking orders from an undercover FBI/CIA/Generic-Government-Suit guy...
So, this time in my blog, I'm asking you all...
What short-term plot points should I use?
(example: fighting a supervillain, defusing a bomb...)
