Various Upgrades

Various upgrades were done today, including:
(1) We're now running vBulletin 3.7.3. Yay

(2) We've returned to the classic donation system. The classic system allows you to see how far we are towards ADISC's goals each month, and is easier to use.
(3) There's now a RP forum.
(4) The homepage has been shortened, compressing several forums together to save space.
(5) VIPs now have a rep power of 2, and mods have 3+.
(6) The system clock is fixed
(7) There's now a 7 day waiting period before newbies can become regulars
(8) Wiki edits (and gallery uploaded) should now show up correctly in posts/profiles
